Client Charter

Preamble

The Ministry is responsible for the formulation and implementation of policies related to skills training and development and the promotion of Science, Technology and Innovation. The Ministry comprises six (6) technical departments namely, Tertiary Education Programmes; Higher Education Programmes; Quality Assurance and Standards; Research, Development and Innovation; Projects and Technology Transfer; and the Zimbabwe National Commission for UNESCO. To implement its responsibilities, the Ministry oversees the promotion of science and technology, research and development, innovations; supervises and accredits teacher education, technical and vocational education and training (TVET) and university education. It also facilitates cooperation in research and development, higher and tertiary education as well as in science and technology at local, regional and international levels.

In addition, the Ministry is responsible for sixteen grant-aided institutions, which include twelve state universities, the National Biotechnology Authority and the Zimbabwe Council of Higher Education as well as two specialized projects namely Verify Engineering (Coal to Fuel) and National Nano-technology programme.

The crafting of the Ministry’s Client Charter was carried out through a consultative process where the departments consulted their clients. It highlights the mandate of the Ministry, rights and obligations of both the Ministry and its clients and the feedback channel. The Ministry is committed to offer quality services to its clients and is further committed to abide by this Client Service Charter.
