Quality Assurance and Standards

Mission

To regulate Technical and Vocational Education Training (TVET) through the provision of relevant, responsive curricula, valid, reliable national examinations, trade tests, qualification equivalences and the accreditation as well as monitoring of independent TVET institutions.

The Department undertakes to:

  1. develop test items for all courses twice every calendar year and maintain a database of six test items per subject at any given time;
  2. maintain a database on examiners, examination registrations and examinations results, six times every calendar year in line with client information changes;
  3. maintain a database on trade test examiners, examination registrations and examinations results, six times every calendar year in line with client information changes;
  4. register all eligible candidates for Higher Education Examinations Council (HEXCO) examinations by the national set deadlines, twice every calendar year;
  5. conduct HEXCO examinations twice every calendar year;
  6. release HEXCO examination results one month after the completion of the examination sessions, twice every calendar year;
  7. issue certificates to successful candidates by the 30th of July of every Collection by candidates to be done at the relevant institutions;
  8. replace statement of results, certificates and issue transcripts within a month following submission of fully completed application forms with attached receipts of payment;
  9. effect exemptions within one week of submission of all the relevant documents with attached receipts of payment;
  10. appoint examiners and external assessors once every two years;
  11. register all eligible candidates for trade test examinations, by the national set deadlines twice every calendar year;
  12. conduct theory trade test examinations three times a year and practical trade tests every week except on public holidays;
  13. release theory trade test examination results one month after the completion of the examination, three times every calendar year;
  14. release practical trade test examination results one month after the completion of the examination;
  15. issue certificates to successful trade tested candidates within five months of release of Collection to be done at the relevant regional offices;
  16. replace statement of results, certificates and issue transcripts within a month following submission of fully completed application forms with attached receipts of payment;
  17. develop and review occupational competency profiles, qualification competency standards and skills proficiency schedules, every three years, in conjunction with industry and commerce;
  18. monitor, three times every calendar year, the operations of independent institutions for compliance with the provisions of the Manpower Planning and Development Act;
  19. develop and review TVET, Competence Based Education and Training (CBET) curricula every three years and or in response to changes in industry and commerce;
  20. accredit Diploma programmes within one month from date of submission of all the required documents and payment of the prescribed fee;
  21. assess local and foreign TVET qualifications within one month from period of submission of all the required documents and payment of the prescribed fee;
  22. register and license TVET institutions within one month from the date of submission of all required documents and payment of the application and inspection fee;
  23. service National Manpower Advisory Council (NAMACO) quarterly sectoral meetings every calendar year; and
  24. co-ordinate the reconstitution and appointment of a new NAMACO every three
